'CRIMINAL BEHAVIOR': "Even though Ms Corkrum was suspended and could no longer act on behalf of the LAA, on the morning of her Press conference last week, she perpetrated another act that bordered on criminal. Aware that she was about to give a press conference she tried to erase evidence of her inappropriate and fraudulent behavior. She went to LBDI at 8:00 and tried to retrieve three checks she had issued: checks number ___, ____. _____. All those checks were written to her boyfriend, the American jurist and lawyer. I have a letter here from the bank reporting this behavior"

Members of the Press, fellow Liberians. Thank you for coming today. In view of all the activities of the past weekend, I think it is important to provide some context and clarification regarding the operations at the Liberia Airport Authority (LAA). WE remain grateful to the President for the privilege of serving our country as Chair of the Board of Directors of the LAA. I have provided leadership at the LAA in as professional a manner as is possible. It is never in the interest of the organization or the country to run the organization in the Press, but as I noted earlier the events of the past weekend require setting the record straight.

As some of you are aware, the former Managing Director of the Liberia Airport Authority, Ms Ellen Corkrum and her fiancé/lover, Mr. Melvin Johnson held a Press Conference on Friday of last week. During that Press Conference they made a series of allegations that amounted to this much: According to them, as Chair of the Board, I have concocted a false story intended to destroy Ms Corkrum because she claims to have discovered improprieties at the airport.
As proof of this allegation she provided a tape of a secretly recorded conversation at my house. It is my understanding that Ms Corkrum also has tapes of secretly recorded conversations with other members of the Board and possibly other members of the government. And even though on the day this secret tape was made, I met with Ms Corkrum and her boyfriend, Mr. Johnson, in my living room for over an hour, they only gave the Press an obviously doctored and shortened tape. Ms Corkrum conveniently removed portions huge tracts of the conversation, especially statements she and her boyfriend made. We will subsequently seek legal action to compel Ms Corkrum to present the full tape.

But I do not want us to be distracted from the issue at hand. This is not about anything I said on the tape, this is about the action that the Board of Directors took regarding Ms Corkrum and why we made those decisions.

When will the President of Liberia or the Minister of Justice intervene? Is our country leaderless? It seems every time this president is handed an opportunity to build her anti-corruption credentials, she goes AWOL.

It is becoming very apparent that an individual barely on the job for four months in association with a shady character as a lover was in the process of defrauding the government but was stop due to the financial management system instituted by the government with two very important components of the FMS (Ministry Finance and PPCC) playing a very critical part…the next step will be an independent audit of the LAA and the activities of Ms. Corkrum and a determination will be made after the audit… the important thing is the FMS system did work to stop this defrauding in its track…

I believe there are MANY QUESTIONABLE things about Ms. Corkrum's short stint. Can you please explain what the FMS is and how it stopped them from defrauding the government?

Did it stop Bility from appointing a Board member CFO or paying money to a person working at both RIA and LFA? This investigation has to be comprehensive and not limited to "Bonnie & Clyde."

Requested no objection

It was only when the time came to access the money through the Public Financial Management System at the Ministry of Finance that it was discovered that Ms. Corkrum had not follow due process and in fact had blatantly betrayed the public trust and fleeced the public treasury by making illegal payments to Diaspora Consulting, LLC and her lover Mr. Melvin Johnson.

According to our investigation, on November 19, 2012 Ms. Corkrum requested “no objection” to sole source and conduct restrictive bidding for emergency rehabilitation of the airport.

It turned out that even though the PPCC objected to the request for “no objection” on November 22 on grounds that there was no approved procurement plan for the RIA, Ms. Corkrum had actually awarded these contracts on her own without Board approval and was only working backwards to cover her tracks.

Our investigation also revealed that by December 4, Ms. Corkrum again requested “no objection” to award a contract valued at US$1.5 million to SSF, a company that has no experience in the repairs of airport runaway.

Additionally, Ms. Corkrum requested again, another “no objection” to award a US$255,000 contract to a group called Diaspora Consulting. It turned out after investigation by PPCC and Ministry of Finance that this company belonged to her associate whom she met in Cambridge Massachusetts while she attended Harvard between 2011 and 2012, Mr. Momar Dieng who had worked for a year in 2011 at the Ministry of Planning and Economic Affairs.

Liberia Integrated Public Financial Management Reform Project

The development objective of the Integrated Public Financial Management Reform Project is improved budget coverage, fiscal policy management, financial control, and oversight of government finances of Liberia. There are five components to the project. The first component of the project is enhancing budget planning systems, coverage, and credibility. The objective of this component is to establish comprehensive budget coverage and strengthen fiscal policy and budget management at all levels of government. The second component of the project is strengthening Project Financial Management (PFM) legal framework, budget execution, accounting, and reporting. The objective of this component is to strengthen the legal basis for budget management while ensuring that the budget is executed as planned and the quality of information on fiscal operations is improved for more informed government decision. The third component of the project is revenue mobilization and administration. The objective of this component is to complement efforts aimed at improving the efficiency and integrity of revenue administration in order to increase domestic revenue of central government entities, and to integrate revenue systems within overall PFM. The fourth component of the project is enhancing transparency and accountability. The objective of this component is to improve transparency and accountability in PFM by increasing the Government's ability to report on and account for public revenues and expenditures and to strengthen the General Auditing Commission and Legislature, enabling them to execute better their oversight function as assigned under the Liberian Constitution and the PFM Act. The fifth component of the project is program governance and project management1. The objective of this component is to provide a robust project and program management function that caters to the needs of integrated coordination and monitoring of the implementation of the program, serve as the enabling component for delivery of PFM human resource capacity, and assure the appropriate sequencing of interventions across the various reform fronts consistent with the criteria in the PFM reform strategy

In the clearest sign yet that Corkrum, a U.S.-trained pilot, has left Liberia, the former LAA boss reportedly signed a U.S. Military Power of Attorney with the Notary Public of Massachusetts dated Tuesday, February 12, 2013, appointing Lydia Cooper as her Attorney-in-Fact, granting Cooper powers to act as her attorney to “Complete all actions necessary and convenient to ship, accept, take possession, remove or order the removal or acceptance of any of my household goods from or to any base, warehouse, depot, dock or other place of storage and or safekeeping, either governmental or private and execute and deliver any receipt, inventory listing, or other instrument or convenient for such purposes.”

Power of Attorney  from U.S.

The board, FPA has learned had issued instructions to seize all properties from Corkrum due to her recent dismissal.

The U.S. military power of attorney was prepared and executed pursuant to Title 10, United States Code, Section 1044B and states.  “By a person authorized to receive legal assistance from the military services, federal law exempts a military power of attorney from any requirement of form, substance, formality or recording that is provided for powers of attorney by the law of any state, commonwealth, territory, district or possession of the United States. Federal Law specifies that a military power of attorney shall be given the same legal effect as a power of attorney prepared and executed in accordance with the laws of the jurisdiction where it is presented.”

The document notes: “Know all persons that I Ellen Kwame Corkrum, a legal resident of Massachuetts and presently residing at 32 Offutt Road, Hanscom AFB MA 01731, desiring to execute a Special Power of Attorney, do hereby appoint Lydia Cooper, whose address is Monrovia, Liberia, as my attorney-in-Fact.”

The document notes:

“Termination: it is my specific intent that this documents shall survive my mental or physical incapacity. As such, this document is a DURABLE Power of Attorney. This durable Power of Attorney shall become null and void the 29th day of March, 2013 unless I should become mentally or physically incapacitated before said date. If I become mentally or physically incapacitated  before said , as determined by a physician licensed to practice medicine, this Durable Power of Attorney shall remain in full force and effect until I am no longer incapacitated, regardless of said date, or I die. Notwithstanding my insertion of a specific expiration date herein, if on the above specified date I shall be, or have been, carried in a military status of missing, missing in action or prisoner of war, then this power of attorney shall automatically remain valid and in full effect until sixty(60)days after I have returned to United States Military control following termination of such status.”

Before the bond bizness could leave my mourf, Bonnie and Clyde have escaped. I am sure the Injustice ministry play or ignore a role--after getting a share.

The justice minister has not broken wind since this embezzlement and theft news broke. Go figure. Probably watching her favorite porn movie with the Boss.
